    2018 के दिसंबर में मध्य प्रदेश की सत्ता में आई कमलनाथ सरकार ने कुछ ही दिनों के अंदर किसानों की कर्ज माफी की घोषणा की। इससे प्रदेश में कर्ज के बोझ तले दबे काफी किसानों को राहत तो मिली लेकिन प्रदेश के गरीब और वंचित लोगों को अब भी राशन के लिए संघर्ष करना पड़ रहा है।

    पिछले दिनों मध्य प्रदेश के सतना जिले से एक ऐसी खबर आई जो किसी को भी हैरत में डाल सकती है। यहां लोगों को 20 किलो राशन लेने के लिए रात-रात भर लाइन में लगकर इंतजार करना पड़ रहा है। राजस्थान पत्रिका ने इस संबंध में एक खबर प्रकाशित की।

    इसमें यह बताया गया कि सतना जिले में सार्वजनिक वितरण प्रणाली की एक दुकान के सामने 50 से अधिक महिलाएं और बुजुर्ग लोग राशन लेने के लिए पूरी रात दुकान के बाहर खड़े रहे। इस खबर में यह भी बताया गया है कि जब सुबह हुई तो यह लाइन और बढ़ती गई।

    दिन के नौ बजे से अनाज बंटने की शुरुआत इस केंद्र से हुई। इस बीच दोपहर के 12 बज गए। तब तक कुछ ही लोगों को अनाज मिल पाया था। इतने में इस दुकान पर बैठे सेल्समैन ने यह कहते हुए दुकान बंद कर दी कि अभी सर्वर डाउन है और ऐसे में राशन का वितरण नहीं किया जा सकता है।

    यहां आने वाली महिलाओं को कोई पहली बार लाइन में नहीं लगना पड़ा है। बल्कि इन महिलाओं से बातचीत करने पर पता चलता है कि हर महीने इन्हें इसी तरह से रात भर लाइन में लगने के बाद राशन मिल पाता है। सर्दी के मौसम में ठिठुरन वाली ठंढ में भी इन्हें अनाज के लिए रात भर लाइन में खड़ा रहना पड़ता है।

    यहां आने वाली महिलाएं और बुजुर्ग लोग रात भर इंतजार करने की तैयारी से ही आते हैं। रात में सोने के लिए ये बोरी अपने साथ लेते हैं। उसे ये यहीं बिछाकर सो जाते हैं। ओढ़ने के लिए भी ये चादर या कंबल अपने साथ लेकर आते हैं।

    इन महिलाओं की त्रासदी यह भी है कि कई बार इन्हें रात भर लाइन में लगने के बाद भी राशन नहीं मिलता। कभी इस राशन दुकान का सर्वर डाउन हो जाता है तो कभी कोई और परेशानी सामने आ जाती है। ऐसी स्थिति में गरीबी रेखा से नीचे जीवनयापन करने वाले इन लोगों के लिए राशन लेना और संघर्ष का काम बन जाता है।

    राशन की यह दुकान चलाने वाले का इन महिलाओं में इतना खौफ है कि जब रिपोर्टर ने इन महिलाओं से कैमरे पर बात करने की कोशिश की तो इन्होंने अपना चेहरा छिपा लिया। इन लोगों ने राशन दुकान के संचालक का नाम बताने से भी इनकार कर दिया। इन्हें इस बात का डर है कि अगर दुकान चलाने वाले को उनकी पहचान का पता चल गया तो राशन लेने का उनका संघर्ष और जटिल हो जाएगा।

    जब रिपोर्टर ने दूसरे स्थानीय लोगों से बात की तो पता चला कि इस दुकान की संचालक शिवराज कुमारी सिंह हैं। स्थानीय लोगों ने यह भी बताया कि इस दुकान से हर महीने सिर्फ दस दिन ही राशन का वितरण किया जाता है। इस बीच जिसे राशन नहीं मिला उन्हें अगले महीने आने के लिए कह दिया जाता है।

    स्थानीय लोगों ने इस दुकान को चलाने वाली शिवराज कुमारी सिंह के बारे में यह भी बताया कि इनकी मनमानी के खिलाफ कई बार शिकायतें संबंधित विभाग में की गई हैं। यहां तक की स्थानीय विधायक और सांसद के समक्ष भी इस मसले को उठाया गया है। इसके बावजूद उनके खिलाफ कभी कोई कार्रवाई नहीं हुई।

    इस दुकान में चाहे जितने भी लोग राशन लेने आ जाएं लेकिन यहां एक दिन में सिर्फ 60 लोगों को ही राशन दिया जा रहा है। अगर इन 60 लोगों में किसी का नंबर नहीं आया तो उसे फिर पूरी रात वहीं रहकर अगले दिन अपने नंबर का इंतजार करने के लिए मजबूर होना पड़ता है।

    मध्य प्रदेश की कमलनाथ सरकार को सार्वजनिक वितरण प्रणाली की ऐसी दुकानों के खिलाफ कड़ी कार्रवाई करते हुए यह सुनिश्चित करना चाहिए कि गरीबों और वंचितों को उनके हक का राशन पूरे सम्मान के साथ एक निश्चित समय पर मिले। गरीबों को जो राशन दिया जा रहा है, वह उनका हक है। कोई भी दुकान संचालक उन्हें राशन देकर उन पर अहसान नहीं कर रहा है। लेकिन गलती कर रहे दुकान संचालकों को यह बात तब समझ में आएगी जब प्रदेश सरकार ऐसे कुछ केंद्रों पर कड़ी कार्रवाई करेगी।
