सरकार का डीएनटी समुदाय को झटका, सरकारी नौकरियों में मिलने वाले पांच अंक का लाभ किया बंद!

हरियाणा सरकार ने डीएनटी यानी विमुक्त घुमंतू जनजातियों को सरकारी नौकरियों में मिलने वाला अतिरक्त पांच अंकों का लाभ देना बंद कर दिया है. सरकार के इस कदम से सरकारी नौकरी की चाह रखने वाले घुमंतू समुदाय के युवाओं में भारी निराशा है. दरअसल हरियाणा सरकार ने सामाजिक रूप से कमजोर तबके के लिए सरकारी नौकरियों में अत्तिरिक्त पांच अंकों का लाभ देने का एलान किया था. सरकार ने सामाज के अंतिम पायदान पर खड़े विमुक्त घुमंतू जनजातियों को भी अतिरिक्त पांच अंक दिये जाने का एलान किया था. लेकिन प्रदेश में हुई अंतिम दो भर्तियों मे विमुक्त घुमंतू समुदाय के उम्मीदवारों को पांच अंक नहीं दिये गए.

यह मामला तब सामने आया जब महिला पुलिस कोंस्टेबल और स्टाफ नर्स की भर्ती में डीएनटी उम्मीदवारों को पांच अंकों के लाभ से वंचित रखा गया. विमुक्त घुमंतू समाज से आने वाले युवाओं को डर है कि आने वाली भर्तियों में भी उन्हें अतिरिक्त अंक नहीं दिए जाएंगे. युवाओं का यह डर तब और पुख्ता हो गया जब हरियाणा स्टाफ सलेक्शन कमीशन के अध्यक्ष ने एक बातचीत के दौरान विमुक्त घुमंतू जनजातियों को पांच अंक नहीं दिए जाने की बात कही.

वहीं डीएनटी समुदाय से आने वाले सामाजिक कार्यकर्ता बालक राम ने इसे सरकार का प्रोपेगेंडा बताते हुए कहा कि इस समुदाय को न तो पहले अतिरिक्त पांच अंकों का लाभ दिया गया है और न ही भविष्य में दिया जाएगा. सरकार की ओर से जारी नोटिफिकेशन में लिखा गया है कि, ऐसी विमुक्त जनजातियां जो अनुसूचित जाति या पिछड़ा वर्ग में नहीं आती है उनकों ही पांच अंकों का लाभ मिलेगा लेकिन डीएनटी में आने वाली सभी जनजातियां पहले से ही अनुसूचित जाति या पिछड़ा वर्ग में दर्ज हैं. हरियाणा में डीएनटी की कोई स्पेशल केटैगरी नहीं बनाई गई है जिससे इनको सीधा लाभ हो सके. सरकार के इस फरमान के कारण इन जनजातियों को कोई लाभ नहीं मिल रहा है.

डीएनटी समुदाय से आने वाले और सरकारी नौकरी की तैयारी कर रहे छात्र ने नाम न बताने की शर्त पर कहा, \”इन पुलिस कॉस्टेबल और स्टाप नर्स की भर्ती से पहले की नौकरियों में डीएनटी समुदाय के उम्मीदवारों को पांच अंकों का लाभ मिला था जिसके चलते हमारे समुदाय से काफी बच्चे सरकारी नौकरियों में प्रवेश पा सके थे लेकिन सरकार के इस नये कदम से हमें भारी नुकसान होना.\”

छात्र ने इसे राजनीतिक साजिश बताते हुए कहा, \”सरकार के भीतर एससी से आने वाली कुछ विशेष जाति के नेताओं ने सरकार पर दबाव बनाकर डीएनटी को मिलने वाले पांच अंकों से वंचित करवाने का काम किया है. वहीं डीएनटी समुदाय राजनीतिक रूप से इतना मजबूत नहीं कि इसका पुरजोर तरीके से विरोध करके पांच अंकों के लाभ को बहाल करवा सके.\”

इस मामले पर हरियाणा डीएनटी विकास बॉर्ड के अध्यक्ष डॉ बलवान सिंह ने बताया कि सरकार की ओर से नंबर देना बंद नहीं किया गया है इस मामले में किसी व्यक्ति द्वारा कोर्ट से स्टे लिया गया है जिसके चलते अभी अतिरिक्त अंकों को लाभ नहीं दिया जा रहा है. आपको बता दें कि विमुक्त घुमंतू जनजाती की हरियाणा में एक बड़ी आबादी है राजनैतिक तौर पर इन जनजातियों को लुभाने के लिए सरकार ने डीएऩटी बॉर्ड तो जरूर बनाया लेकिन उस बॉर्ड के लिए बजट न के बराबर अलॉट किया जाता है ऊपर से सरकारी नौकरियों में DNT समुदाय की भागीदारी बढ़ाने के लिए शुरू किए गए अतिरिक्त पांच अंक बंद करना इस समुदाय के युवाओं के लिए एक बड़ा झटका है.
